Dragon Basic is an implementation of the Basic programming language in such way that the user is able to program the GBA. And yes you can use sound, sprite, tileset and so on to develop a "REAL" GameBoy Advanced Game using basic!
This is the main page, with all the info and instruction on GitHub. There are all the source code, but they need to be compiled to obtain an executable (win or mac or linux)...
